David E. Welsh,
an American master-level chess player in the 80s who was involved in the USCF computer-rating activities testing dedicated chess computers and giving them a "sanctioned USCF rating" that could be used on packaging and advertising.
He was pretty knowledgeable about the subject of computer chess, attended many ACM chess events to discuss computer chess ideas with many participants [1],
and wrote several books and reports on that topic.
